The River Restoration and Water Quality Improvement Program in the Northern Taiwan, 2011

Absrtact
Since 2008, the EPA has impelled “Rivers and Oceans Water Quality Improvement Plan II” to improve the qualities of primary rivers and to realize the “Aerobic, Odorless, Active” vision for main rivers. To achieve this goal, the EPA launched the “The Promotion, Consulting, and Evaluation of River Pollution Control Program in Northern Taiwan, 2009” and “The Promotion, Consulting, and Evaluation of River Pollution Control Program in Northern Taiwan, 2010” projects from 2009 to 2010 and continues to optimize the improvements for many primary rivers in this year; for example, Tamsui river, Nan-Kan river, Lao-Jie river and other prioritized rivers in ten cities and countries of Northern and Eastern Taiwan. From executing this project, we analyzed the water pollution problems, source of pollution, feasibility and cost-benefits of pollution control plans for eight rivers of Northern and Eastern Taiwan and one reservoir in Lienchiang. Meanwhile, this project also examined and consulted the goals of each prioritized river and reservoir, even provided the strategy management plans, including sewer construction, operation of sewage interception systems, on-site treatment facilities of dry weather flow, and inspection of industrial wastewater to the environmental protection organizations. In addition, the EPA carried the activities of “Northern Rivers Restoration“ and constructed the homepage in attempts to raise the public awareness about the environmental policies, attract more attention and get support from the public. The websites of three important rivers (Tamsui river, Nan-Kan river, and Lao-Jie river) and the on-site wastewater purification introduction were also established in this project. The content of the website included the vision, current environment conditions and pollution control plans.
